As of January 1, 2025, the City of Toronto has updated licensing and zoning bylaws for restaurants, bars and entertainment venues. Businesses currently licensed with the City will need to follow the new regulations when their annual business licences are up for renewals in 2025. Businesses that will require a secondary licence (for example, a restaurant that requires a second licence as a nightclub) need to apply for their additional licence starting January 1, 2025 and onwards.

Key changes in 2025 include:
- Food and entertainment businesses currently holding licences may need a new or updated licence type. They may also need to meet different requirements, depending on the food or entertainment services provided.
- The maximum area that bars and restaurants can use for entertainment will be increased.
- If businesses provide several food or entertainment services, they may have to apply for additional license or licence permissions.
- Entertainment establishments and nightclubs will be permitted city-wide, subject to conditions set out in zoning bylaws.
